Agenda Modifications - Time Certain Announcements*
UCSD Representative - Milt Phegley (not here)
Police Representative - Alan Alvarez(not here)
Approval of the Minutes - Pat Nissan(approval)
Treasurer’s Report - John Metzger final budget is $478.68. We are in need of $1000.00 for next year.
CD Representative - Erin Demorest...Big news is Marine Life Protection Act (MLPA)
See four options on the mpa to be turned into no take reserves. Option two is what is recommended. Significant changes for our area. Sherri was concerned because no outreach people came to any of the La Jolla Groups. Wind and Sea did not get included. Task Force made their recommendations yesterday. Meeting to vote on this is set for Dec 9th and send comments to them prior to meeting. Coast Keeper liked Option One and two. Can also call Sherri’s office.
Option Two takes from Pt La jolla to the Pier, from the pier to Flat rock and then lower hermosa to just north of grand and three miles out as a no take area. LJSA met with Sherri and Option 4 was the least egregious to La Jolla.
Puts the commercial fisherman competing with the seals at the Children's Pool. Public outreach was terrible and the city did not notify the communities either. San Diego city is supposed to notify the local communities and they did not.
They will review this act after an additional five years.
Mary Coakley believes if there is enough public outcry within La Jolla and the users of our Shoreline and one voice going to the fish and game, something could be done still.
Friends of La Jolla Shore – Mary Coakley
JJ is just about done and will then get sent to foundry. They are still $60,000.00 short for this!
Working on trying to raise money
Mary, John and Mary are on the board for Friends of La Jolla Shores
Chair’s Report – Jim Heaton
Dedicated to maintaining the lifestyle of La Jolla Shores
Need a well written request for donations
Not sorted issue of advisory roles of various groups
there is question place to La Jolla Town Council..cannot charge money to be on a board and they charge money. They have to decide between charging money and being on the board. LJSA positions if very clear
Elections is the big thing tonight...important to get all the bios in.
We have a total of 8 seats to fill.
Do not have to board member to be a committee chair. Jim will do it if no board member wants to
Darren offered to chair Parks and Beaches...there is a conflict of interest with this. Can’t have a person who derives money from something happening there. Audrey has agreed to take on this job.
Pat will continue with Business District
Need to look at having a membership committee now that we have web address.
Public Comment
Via Capri construction was shut down for awhile...make that whole area walkable...now wheel chair ramps on both corners of Via Capri and Senway. Things are looking good for walking up to the mountain.
Mid March next year...SD triathlon next year and they will race down Via Capri and a left on Hidden Valley.
Committee Reports
· Land Use: LJSPRC & LJSAB; LJSA PDO – Tim Lucas...no meeting yet, will meet on the 24th of November at Rec center in La Jolla. Agenda big item is the Marcus residence on Sugarman Drive. Taking a small house and making it a big house and will not fit in the single story residence area.
City Attorney Aguiree said the the base zones were not enforceable. The only thing we can hope for is a city attorney’s review of base zone.
Trying to get a meeting of the PDO forum in the second week of December.
PDO of La Jolla shores does not protect us from people building out of character homes and the PDO will take two years to get through.
· Traffic & Transportation – Joe Dicks...Todd Lessor
San Diego Triathlon was approved. Hundreds of volunteers for this path. At every driveway they will have a volunteer to help people get out of their driveway, It will be nationally televised, They will ask ATT to repave the road. They have 1 hour and 30 minutes to cross the throat and then up Torrey Pines. This is the bike portion of the race. Sunday March 21st.
Remove the valet parking place in front of Jacks.
Change in Green curb to white curb on Valecitos.
· Parks & Beaches – Mary Coakley
Replacing light standards along the boardwalk. Mary suggested we have a few people look at the proposal of changing the arm to fiberglass. Purpose would increase safety. Mary and Greg feels it will draw more high school kids and make more destruction. Mary asked if we could have time to talk about it and its environmental impact. We have until next month to look into it. Any discussion about light pollution? They say they can take care of that. Keep the light on the beach...keeps the kids on the beach. We are questioning why they are changing the footprint of where the light shines and we want to make sure the light shines on the beach and not on the boardwalk. How will we follow through with this board? We need to have them be invited to our meeting and then put them on the agenda. That will be on the agenda and ready to vote if we are ready.
Has this board have discussed security cameras and we are not able to fund them. We need to vote on whether we feel security cameras would be a good idea and want them.
Proposed new lighting on the Shores Boardwalk
· Business District: Pat Nissan..Fall Fest a huge success. Had over 300 people and they are pleased with the turnout.
They are looking at possibility of buying Christmas decorations in mass for the business district area of the shores. Have to see how much money they actually get from the BID.

Vaughn Woods, Member-at-Large

Send this out this week and then they can mail it in. They can check who they are and write their return address, to check and see if they are qualified to vote. Can someone become a member by sending in their ballot? Answer is yes, just have to be a resident of the Shores.
