Changing the 15 minute parking zones on Avenida De La Playa and Vallecitos to 3 min. – J. Heaton

§  The original intent was to create short term loading and unloading for families and the handicapped for beach access.  Unfortunately, a small minority of handicapped individuals are utilizing these spaces for all day parking vs. using the Handicapped parking in the parking lot at the beach.  This is legal in any timed parking area except  3 minute loading and unloading zones.

Motion:Ave De La Playa and terminex of VAllecitos hange from 15 minutes to 3 minute loading. No change in times of day.

7 for 2 against.
