            UCSD Representative - Milt Phegley

            Police Representative – Alan Alvarez…May police team is up and running.  Beach attendance and crowd control looks like last year.   Increased staffing on Memorial day will occur. Tent city issue was brought up and we were told that there will be a beach team patrol and Officer Alvarez will let them know the tents have to be see through!  Camping overnight on Holidays is still a concern and LJSA board members want that stopped and asked Officer Alvarez about this.  He said they will use discretion on what time people actually come to reserve their spots on beach.

            Approval of the Minutes – Pat Nissan…they were approved.

            Treasurer’s Report - John Metzger  $1927.39 beginning balance.  There was a $2.00

            service charge.  There is now a guest log in area for those who wish to view the banking history and they can log into sdnb.com to do this.

            CD Representative –  Erin Demorest…budget proposal up on the city web site.  Water Dept moving to level 2 drought restrictions and we can review this at the water dept website.  City wide water work shops are being offered and there is a complete listing on the water dept web site to see.  Thanks to all the people who worked on the Kellogg Park Playground.

           

7:15    Chair’s Report – Jim Heaton

Two things:

1.  Erin  ..thank you very much for help on Kellogg Park Playground!!

2.  Protect the lifestyles and quality of living of La Jolla Shores.  We vote as a board.  Jim thanked the board members for voting.

                                                                                                           

7:20    Public Comment

Joe Dickson…thanks all the neighbors of Via Capri for all their help with the traffic calming efforts.  They are all but completed and maybe need to adjust signage.  Neighbors, police and all involved joined together to make a safe atmosphere.  Next plan to go to the top of Mt Soledad..make a three way stop in the future.  Via Capri is totally open!

Problem of traffic calming…get bump outs to visually get people to slow down and stay in the lanes.

 

7:30    Committee Reports

·         Land Use: LJSPRC & LJSAB;  LJSA PDO  – Tim Lucas

o Nominate/confirm representatives (3)(Helen Boyd and Tim Lucas…need one more from the board or interested person living in La Jolla. ..Tim made a request to contact him or Jim.

Comment period extended on the children’s Pool issue. 

 

 

·         Traffic & Transportation  – Joe Dicks

o Nominate/confirm representatives (2)(Joe Dickson and Jim Heaton).    Jim will soon need a new representative, as he will be steeping down.

o Rainbow of parking spots not relevant to La Jolla shores.

 

Need to nominate two representatives.

·         Parks & Beaches – Mary Coakley… City to finish the drain and on Monday the panels come in and then the contractor will come and then the footings go in.  We have three more weeks of work and sand goes in on June 5th. We will open the playground well ahead of the ribbon cutting!  Thanks all for their support!  JJ is coming in the fall along with the story of JJ…still taking donations for this project.  We have a quarter scale of JJ already made.  Lengthy process to make JJ and every detail is as accurate as possible as they worked with Sea World trainers.  Cliffridge Park… meeting with City Attorney’s office to get that project going.  The Friends of La Jolla Shores has been established for maintenance and enhancement of shores and the park.  Request made to please donate!!

o Kellogg Park Playground

·         RFP processes:  Surf, Kayak,:  Mary Coakley..The city has no intention of changing the RFP for the Kayak’s.  Please comment on this as you see fit.

 

 

·         Business District: Pat Nissan..(will fill in later!).

·         Communications and Community outreach: Todd Lesser …. We have a new web site  LJS@san.rr.cm. We now believe we have a clean mailing list

8:00    Motorized craft between La Jolla Point and Scripps Pier: Jim Heaton comments the following:

As a board we heard comments from many people. If we allow Jet ski’s in the Marine Reserve, we stand a high probability of chasing off the leopard sharks away permanently and that would be a shame.  Once they are gone…..they are gone for good!  Jim wants input from all people.  We will take this forward to all community groups in LaJolla and make it a community wide issue.  We may have to take it to the state and Federal government and Jim is prepared to do this.  He wants to protect the marine reserve, both above and below the water.  If it is passed, take it to the other groups in the community!

Comment…appreciate banning all the motorized boats…Ralph Lufkin (swimmer and Kayaker)  He had a .bad experience in Mission Bay with Jet Ski’s and is against them!.

Steve Cross..(Mentors the athletic teams at UCSD and got soccer players to come and help during the community build.) Steve came to La Jolla and fell in love with LaJolla Cove many years ago.  Now we can’t take out abalone anymore..There are lot’s out there in the marine reserve that wouldn’t be out there without the protection!  He Votes to Preserve this area and ban Jet Ski’s.

Isabel Kay…Manager of Scripps coastal reserve…says she feels the effects of the higher protection status now.  She stated that Jet Ski’s coming into our area would be devastating.  They would impact divers, scientific instrumentation, swimmers etc.  Motorized crafts can be launched for safety. The University has an interest in the entire area and not just the marine protected area.  They want to protect the marine for research and teaching.  Jim referred to an area within the natural reserve system.  There are various boundaries and some are published. Jim show’s the existing map to the audience and states that it goes from Pt. La Jolla up to Del Mar.(well past the Pier.)  There is an Initiative by Gov. Schwarzenegger …to define areas where there should be other reserves.  There is a need for research, teaching or rescue vessels in this protected area. Question was raised as to how they would recognize these research vessels and SIO said that they will notify the lifeguards if they are out in a vessel doing research etc.

Issues:  It this the only public boat launch in the city of San Diego and if so we must respect that. Swimmers often swim outside of the range of the existing preserve.

CJ Goodrich…Swimmer, Diver and native San Diegan…. Said that maybe we should ban everything from the reserve!  Batray’s are there. Jet Ski’s are more reckless.  Look at other commercial Jet Ski area’s and how bad they are.  Effect everyone form business people to divers etc.  Really important issue!

Tim Lucas..this is the only public access, and say’s it is a Federal issue.  Maybe we have a channel for people to launch their  boats?  Maybe create swimming only zones for safety?  Commercial fisherman are also  there for the squids!  We really need to think this out …it is federally navigable waterway!  There are only so many sacrifices from the public.

 Joe Dickson..Jet Ski’s and recreational motorized crafts do not fit in the reserve.  Similar concerns as Tim.  Go to Mission Bay to launch your boat. Would like input (legally) to word our motions…don’t know what the rights and restrictions are?

Claudio Rose…Contact the Surf rider foundation…They are involved in the bans in Monterrey Bay.

Izzy T…Coast Keeper can help.  We do want to be concerned about the commercial business’s at the Shores…there is a ZERO Rinse tolerance in LaJolla Shores!  The Jet ski’s are a P ollutant.

Mary C…create a committee to work on this issue and meet during the month to put something together.

Jim is going to create committee to craft language, to research the wording, the law with respect to the topic of prohibiting all motorized crafts with the exception of research vessels and rescue vessels.

Audrey…would like to support the Marine life Protection Act.

 

            Motion for the board to support changing the date of for the 18th Annual Bob Litchfield Swim. to August 22nd  ; Steve Cross said that it will begin at 6:30Am La Jolla cove..just south of the La Jolla shores lifeguard tower.  Then gather at Kellogg Park.  All swimmers clear the boat launch ramp by 7:45aM.  Part of the money will go to the Map and the rest will go to San Pasquale Academy.  If Paddleboats are included in the event, they would come in at different area 20 yards north Steve assured the board that they will communicate to the board if they decide to have the paddleboats.  The lifeguards have been notified and they are in support of this event.

Joe Dickson made a motion to support his request to change the date.  Motion seconded

Motion accepted unanimously

 

 

            Park benches in La Jolla Shores; Fran Doolittle…  We cannot act on anything that is not board actioned.  There is a bench committee.  She has been on this committee since Dec 2002.   There was a moratorium of benches.  Offered to put a bench in the business district, where the sidewalk was wide enough. They walked the neighborhood .People still want to put memorial benches in the park.  Izzy has replaced some of the benches…the designs are set in stone.  Izzy put the first bench at 2216 Avenida de la playa.  She is giving us a list of all the designated benches.  What about replacing the benches on the sidewalk that are falling apart? Donor is responsible for doing that!  If the family chooses not to replace it, then it goes up for grabs on the existing wait list.  Call her if you want to get a bench in front of your business.  Write a check to La Jolla town council.  Has to be on the pre-approved site list.  Get them scanned and to the board.

 

Put this on the Agenda for next month.  Get more proactive on these benches.  Asked that there be no further benches…we voted on that particular bench to be put in until we review the documents and reaffirm what’s on it.

            Lighting on Avenida de la Playa; Izzy Tihanyi & Pat Nissan…New stop sign at corner Avenida La Plata and Avenida De La Playa…solar powered stop sign with blinking lights. The city is saying it requires some kind of policy change to put these type of stop signs in.   Put on back burner for next year to use our money.   Merchants put in solar lighting in the planters and some were stolen…we will be replacing them.

Overhead lighting???  Izzy says that is a city issue.

LJSA have approved that light and T&T has already approved it and the city is working on changing that policy!  Jim asked is the business district interested in working with LJSA in going to the city for better lighting.  Izzy would like to have a committee to put together for this.  Betty, Fran, Izzy and the other members of the board.

 

 

            Riha Awning Design; Donald Goertz..about signs on awnings.  Ask for endorsement for having signs on your awning.  Several stores awnings with signage already exist.  Awnings are permitted…it’s just writing on it

.Motion to approve the exiting awning and signage thereon at 2144, 2152 2158 . And  that all subsequent signs be consistent with the recognized code.  .

Motion Unanimously approved.

 

 

            Review and approval of the updated PRC bylaws; Tim Lucas..community Planning Association has asked for a review of their charter as they are out of date.  Review all permits within the LJS district.  Comply with brown act.  Looked at members of the committee.  Asking for approval of this to go to the next meeting

Motion to accept as modified  the drafted revisions to the La Jolla shores permit review committee charter drafted on the date April 28thof   Motion Unanimous

Big change…makeup membership…see attached document.

We will have two from LJSA and three from the other groups and then two more..total of eight.

This committee to reports to the community planning association and not the city.  Defines a quorum better..need to have 5.  Simple majority would carry the vote.

Asked Joe La Cava what more do we need to do?  This does nothing yet! 

LJ shores PDO is too touchy feely and needs more specifics to the numbers.  For Example…there is no maximum square footage…just be consistent with the community.  Now is the time to do something…there are no rules…the city wants to change it to a more effective zoning. We need to get organized and start drafting language.

Jim wants the PDO to be consistent with what this board wants.

 

 

            Signage for the La Jolla Art Assoc.; Pierce Harrah

LaJolla’s oldest art gallery.  He is on the board for them.  Asking for a sign on the side of their building.  Thisis is not an advertising sign,   but a directional sign. On corner of Paseo del Ocaso (8100 Paseo Del Ocaso)  and Avenida de la Playa.  Helps the public to know where they are listed.  We need a letter, if we approve this sign.  Sign is 36 inches by 10 inches…in proportion to the building.  Free art gallery.. (approved by city April 28th)

Motion:  to approve the directional sign at the corner of Avenida de la Playa and 8100 Paseo Del Ocaso.

Take La Jolla Shores Drive.  SUMMNER AUDITORIUM is on La Jolla Shores Drive between El Paseo Grande and the Naga entrance to Scripps Institution of Oceanography. Park on La Jolla Shores Drive and take the steps down from the street to Sumner Auditorium. Alternatively you can park in Parking Lots 002 and 003 (the two lots adjacent to El Paseo Grande).
