7:00 Welcome (board members present and are: Pat Nissan ,Jim Heaton ,Coco Tihanyi, Mary Coakley Joe Dickson, John Metzger, Terry Winn-Kraszewski, Audrey Keane, Ruth Padgett, Darren Fulhorst, Dave Laney, Tim Lucas, , Ed Furtek.
UCSD Representative - Milt Phegley
They are working on getting a tour of the new building for the community. The music building is done and they broke ground on another one.
The archives for the La Jolla Shores Association are at SDSU and he is working on getting them back closer to La Jolla. He will talk to librarian at SDSU and interested in pursuing this. Milt will provide a more definite answer next month.
· Police Representative – Alan Alvarez is on vacation, so there is no report.
· Approval of the Minutes –unanimous (prepared by Pat Nissan)
· Treasurer’s Report - John Metzger. We had a $1937.00 beginning balance and ended with a $1929.37 ending balance Next month we will be able to go online to view statements
· City Council Representative – Erin from Sherri Lightner office had the following to say:
Street lights out at 8900 La Jolla shores drive and their office is working on this. They are also dealing with the verbal altercations that occurred at the children’s pool, by working with Northern Division. Mary Coakley said the seals are going to the cove and then to the shores…could be bigger problems. Coming up by the tide pools.
7:15 Chair’s Report – Jim Heaton
· Site 653, RFP, Advisory Status to the City. … Electronic Voting
Sent back for an environmental impact report. Sale of the land was not overturned, but there is a requirement for a complete environmental report
· RFP Lottery has taken place and not all parties are happy. Jim is concerned that the LJSA and citizens are going to have to watch how it unfolds. Certain businesses have had funds dramatically curtailed and feel it will come up somewhere else. There are multiple ways people will deal with this and we all are going to be impacted. All are urged to bring their issues here to work together to find solutions. Asking the city of SD to fix things is not a good idea.
· Advisory status to the city has been summoned to the recreation center meeting by city staff to discuss advisory committee and talk about Cliffridge Park, Laureate Park and Torrey Park. There was a memo that assigned the Shores as advisors to the city, then Mike Aguirre wrote a letter that no one knew about this created some confusion. LJSA is the advisory board for the parks and beaches that is within and defined as La Jolla shores. We will receive a SUP(special use permit). We will have to act within the accordance of the Brown act, which means that electronic voting is required. We will need to amend our by laws to vote for officers and directors by email vote and we are waiting to hear on this. The cost for mailing is 50% of our budget and we can’t afford to continue doing this. At the same time, we do not want to relinquish our role as advisory group to the Parks and Beaches. Currently, we are waiting for an opinion from the City Attorney.
· Joe Dicks said it makes sense for someone on the board to comment on the Brown Act. Joe La Cava asked to come back next month to speak on the Brown Act. Town council is going through the same process as LJSA. The struggle going forward is to how to reconcile the different activities that have to do with parks and beaches and those that don’t, as well as the over lapping. Darcie is president of the La Jolla Town Council and was present. Nobody in the Shores knew that this was an issue It is possible that the city might direct us as to what we have to do to maintain that ability to advise them, either partially or wholly complaint with the Brown Act. Darcy said that we might have to develop a parallel meeting and organization for each…
· La Jolla Light article…There are 5 people that represent the five agencies in La Jolla and they are each to write one article every week. One article per week will come for one organization in the La Jolla Light. Jim is asking about Spring Fling, as he wants to mention this in his article on March 16th article as well as information on Kellogg Park Playground. Second article for the light is uncertain at this time for Jim.
7:20 Public Comment
· Jeff Gong, who lives at 7710 Via Capri spoke about the NE corner of Via Capri and Hidden Valley Road, as it relates to the location of landscape chokers and that he is working with city workers to also get a traffic calming device for NW corner of same road. He wants approval to install traffic pylons and they want input from local advisory groups. Traffic and Transportation gave conditional approval with neighbor’s approval. He obtained signature of 9 neighbors and wanted to know what does this board need from him? He wants to be able to give traffic engineer our approval. Joe Dicks said each group has to give approval. He was told that he must first get on our agenda for this month and it was noted that he did request this last month and it was overlooked.
7:30 Committee Reports
· Land Use: LJSPRC & LJSAB; LJSA PDO – Tim Lucas
CPA did hear the modifications for LJS PDO exemptions for improvements on buildings and structures. There was some slight typo modification at the meeting. Audrey Keane had comments on the strictness of the serial permitting. Her comment was that one free pass on an administrative approval might be a bit strict. Jim asked the rest of the board what was needed from us? It was decided that this would go on the agenda and we will vote next time. Helen is also here and is the other representative for this working with Tim. This document is going to the city next. Now we have to sell this to the city and convince them this document has merit and convince them to adopt it. New language changes would require that we would have to start all over with this document. Looking for LJSA to help with the lobbying effort to push this through City Council!! Our council member will be on board…we hope!
· Mary wanted to know when is the advisory board meeting this month and was told it is the 3rd Tuesday at 9:00AM at La Jolla Recreation Center. We are told we need an alternate for this CPA board. Tim Lucas commented that language changes that Joe Dicks suggested were not necessary.
o Audrey doesn’t want us to come up with something so onerous that everyone hates it as it relates to minor in scope.
Wants to find out what recourse the community can have (if it is truly minor in scope) this new language is very specific and if someone breaks it, so easy to shut down and have them go through entire process. In terms of appeal, the city established an informal process for when it is not minor in scope.
· Tim still has an issue with no setbacks on properties and says that we have no authority. Next phase is to try and modify the PDO. No setbacks in La Jolla PDO..no floor area ratio limit. Have to have the community decide on setbacks and FAR’.
· Jim asked Tim to come to us with areas of concern on the PDO and we can talk about it!
Traffic & Transportation – Joe Dicks…
Jeffrey Gong’s pylon request
Joe’s motion: We approve the temporary pylons on NW corner of Hidden Valley and Via Capri…pushes cars out further from the curb…the less steep the grade is and less likely the spin…makes the road. narrower. Move traffic about 5 ft from the curve and that’s where the pylon’s need to be and where the lines are today. It’s very steep and right wheel rear wheels loose traction and spin and make loud noises. These will be temporary pylons for noise and safety and then eventually a build out, like a planter, similar to the other side of Via Capri and Hidden Valley Rd. Traffic and Transportation gave conditional approval. Is the community in favor of this?

Proposed street vacation of Waverly…couldn’t meet the requirements…denied the plan.
· Parks & Beaches – Mary Coakley
1. Kellogg Park Playground…Battling with Kevin Oliver for right of entry and donor agreement by end of week. Community Build will either be the weekend of the 23rd or 30th of April.
2. Equipment status and timing. Equipment being shipped and stored. Issue of where to store the sand and who is covering the cost of storing the sand. Extended to the 17th of March for this.
3. Probability of sand to be removed and ready or the 25th of May…Mary said it will happen! City putting bids out to remove the sand. Jim asked is there value in having our councilperson helping us? Mary will know by Friday and then get a board out to the board. It is probably a 4-day build. We were reminded about the La Jolla Half Marathon on the 26th of April. So it was determined that it is has to be on the last weekend in April.
4. Have the work schedule put up at the web site for LJSA and be able to volunteer there. Jim want to put the panels and drawings up on the website as well. Will talk to Dan Goese to put it up.
5. 501(c) 3..Entitled “Friends of La Jolla Shores… Bob Brown as volunteered his vehicle for accepting funds. Composition of board members including Jim Heaton, John Metzger, Paula Selby and Bob Brown. There can be no direct link between the board and the LJSA board. It’s not the LJSA 501(c) 3…It’s a vehicle for holding funds. The LJSA is forbidden for raising funds…we can only have money through membership. Jim wants full transparency on this 501(c) 3. This fund will take care of the maintenance of the playground and other issues in the Shores.
6. SIO machine shop is donating a bulletin board to LJSA and we will get one third of the bulletin board and the surfers will get the rest.
RFP processes: Surf, Kayak,: Mary Coakley .. Union Tribune going to write an article on this process. Biggest flaw is the fact that they cut a pie into six slots for all the businesses. There does not seem to be any rhyme or reason for that kind of logic. Concern that someone could just start a new organization for just rentals and have them delivered to the boat ramp and not put on the beach. Also possible drop off of boats on Vallecitos. Jim recently got photographs of surfboards being rented out of private homes. Please bring this back here to the meetings! People will get creative in order to make money. Issue is that you have to be a concessionaire to put the boats on the sand…can unload in the loading zone all they want…that is the flaw. All you need is a business license and it’s fair game! Lifeguard will be monitoring all of the RFP process, which seems impossible for them to manage.

Big Belly trash cans and recycling have been voted in there will be one of each in front of Jeff’s Burgers. Spring Fling is up in the air. They are looking at the crosswalks and pedestrian safety issues and are going to talk with T&T. The will call Todd Lessor to get I ton the agenda.
8:15 Trash and Landscaping on La Jolla Parkway:Joe Dicks
1. Lack of respect for community. Why no regular pickup…hoping that Sherri Lightner hears our plea for trash pickup! Unsafe for the community to do this. Basic city /state services…health hazard. Setting the tone for trash to be thrown everywhere.
2. Motion: “Formal letter written to Sherri Lightner (Chair write letter and Joe reviews) “ Unanimous letter approved.
3. Landscaping should be our next item at the stop sign east of the throat. One of the most beautiful areas in La Jolla should be kept up. There is no reason why it shouldn’t be landscaped. Joe La Cava wants to help with. The area is called the teardrop. Joe La Cava has someone interested in financing this area. Biggest hurdle to get resolved is that there is irrigation for any planting.
4. 2nd Motion: “support all efforts to support landscape of the eastern portion of the center median of LaJolla Pkwy east of the throat. Mary amends the motion to include ”the landscaping be in keeping with the current landscaping.”
Motion Unanimously accepted.
5. Kellogg Park Trash receptacles: Mary Coakley…City is putting in awful trashcans in Pacific Beach and they really don’t hold much and are very inefficient. They are made of metal latticework and there is no way to clean it, as the top is open. Mary asked for funding for the Big Belly recycle bins and said that just by emptying them, this could pay for themselves and also the sides of the trash cans can have attractive stories or use them for advertising.

Go north on Biological Grade, up the hill, approximately .2 miles and park in parking lot “PO11 or PO12”. Walk south to building T-29.

PROJECTS
HOUSING PROJECTS
NORTH CAMPUS HOUSING PHASE II comprises 800 beds of student housing is located on the
west campus;
MUIR COLLEGE APARTMENTS comprises 275 beds of student housing is located in the Muir
College Neighborhood;
REVELLE COLLEGE APARTMENTS AND DINING COMMONS RENOVATION comprises 500
beds of student housing is located in the Revelle College Neighborhood;
The housing projects above will be presented at the UC Regents Meeting in March (17-19) for Environmental
and Design Approval.
HEALTH SCIENCES GRADUATE HOUSING
The groundbreaking for the Health Sciences Graduate Housing Project is planned for March 6, 2009.
This project, located in the School of Medicine Neighborhood and the newest addition to graduate
housing, comprises 450 beds with completion in fall 2010.
These projects will provide affordable housing for students, and are consistent with UC San Diego’s
Long Range Development Plan goal of accommodating 50 percent of all students in campus-owned
facilities.
MESA CHILD CARE CENTER
February 27th marked the opening of the new Mesa Child Care Center, located next door to the Early
Childhood Education Center (ECEC) Program in the Mesa graduate student housing complex.
Beginning March 2, the new center provides part-time childcare for 24 children ages 2 ½ to 5 years,
in both morning and afternoon sessions.
RECENTLY COMPLETED PROJECTS
ROBERT PAINE SCRIPPS FORUM FOR SCIENCE, SOCIETY AND THE ENVIRONMENT located
in the Scripps Institution of Oceanography/South Scripps Neighborhood comprises approximately
16,500 gross square feet and includes a 300-seat auditorium and meeting facilities, food service and
catering facilities and a graduate student lounge. The primary purpose of the Forum will be to accommodate
scientific meetings and special events hosted by the Scripps Institution of Oceanography. This facility will be used for
international research symposia, academic classes, public lectures, and other educational gatherings. Scripps and
UC San Diego students will benefit from interacting with the global scientific community, policy makers, and corporate leaders.
CONRAD PREBYS MUSIC BUILDING located in the University Center Neighborhood with the
newest technologies in student recording suites, computer music labs, practice rooms, and offices,
provides 87,000 gross square feet of new instructional space, practice rooms, rehearsal spaces, faculty
studios, administrative support space, and features a 400-seat concert hall that will be one of the
finest of its size in the world. Also included are a small, flexible hall for multimedia and music theatre
works, a 150-seat lecture/recital hall, and rehearsal rooms for chamber, choral, orchestral, and
percussion music.

UC SAN DIEGO RECEIVES NATIONAL RECOGNITION FOR INNOVATIVE TRANSPORTATION
PROGRAM
UC San Diego serves as a leader for other campuses and communities worldwide in managing
growing transportation demands while reducing its carbon footprint and dependency on fossil fuels.
The campus will be the first in the country to deploy compressed natural gas (CNG) hybrid bus
technology that will nearly eliminate carbon emissions on campus shuttle routes.
SAN DIEGO SUPERCOMPUTER CENTER (SDSC) COMPLETES MAJOR STORAGE UPGRADE
As an organized research unit of UC San Diego, SDSC is a national leader in creating and providing
cyberinfrastructure for data-intensive research. The upgrade to significantly expand its tape-based
archival storage capacity to a total 36 petabytes (PB), or 36 thousand trillion bytes of information
maintains the university’s standing as having the largest archival storage capacity of any educational
institution in the world.
