LA JOLLA SHORES ASSOCIATION (LJSA) Meeting Minutes October 8, 2008

 

 

Next Meeting: Wednesday, December 12, 2008, 7 pm at Martin-Johnson House (Bldg T-29), Scripps Institution of Oceanography.  Present: Mary Coakley, Jim Heaton, Tim Lucas, John Metzger, Greg Salmon, Alex Varon, Pat Nissan and Izzy Tihanyi.   Audience 7.

 

A.   CHAIR Jim Heaton called the meeting to order at 7:01 pm; the September minutes were approved.

1.    Kellogg Park Playground equipment came up for a vote at the City Council meeting for $282K of City DIF funding.  City Council gave the Kellogg Park Playground Committee 1 month to come up with its own community funding, signed contract.  As of October, $110K has been raised of the $150K.  It is suggested that a 501(c)(3) be set up to take care of the maintenance.

 

B.   TREASURY.  As of end of September, balance is $3707.49.  It is expected that the BOD Director and Officer Insurance will be paid next month for approximately $1,350.

 

C.   UCSD UPDATE.  Milt Phegley reported the following updates:

1.    2008 Nobel Prize winner for Chemistry is Roger Tsein.

2.    Southwest Fisheries had their design presentation last month and a draft EIS/EIR is scheduled for release in early November for 45-day public review period.  Public hearing is tentatively scheduled for November 18th

3.    Scripps Forum construction continues expected completion is by year-end and opening is expected early next year…our LJSA meetings may be relocated to that site upon completion.

4.    North Campus Housing Phase 1 under construction with completion expected in fall of 2009 (1,016 beds) and EIR scoping is underway.  Phase 2 is scheduled for completion in fall of 2011 (750 beds) and the scoping period ends October 16th.

5.    Health Sciences Graduate Housing has a Draft EIR out for public review and the review period ends November 10th.  Public Hearing is scheduled for October 21.

6.    North Campus Housing and Health Sciences Graduate Housing together with Muir and Revelle will add 5,031 beds to campus inventory for a total of 13,121 beds by 2011 which is in addition to 10,130 existing beds.  In 2011, the school will house 47% students on campus compared to 39% at present.

7.    Alternative Transportation in the early fall numbers are building upon successes from earlier in 2008.  Over 50% of commuters are accessing campus in non-SOV modes.  See website for more info (LJCPA presentation).  commplan.ucsd.edu

8.    Economic Impact Report –reported that UCSD has tremendous impact on local, regional and national economies.  UC San Diego is 3rd largest employer in San Diego County, Defense, technology manufacturing and tourism sectors are the most prominent industries in the region.  UCDS’s revenues totaled approximately $2.036 billion in FY 2006-07.  An estimated $1.710 billion in salaries, wages, goods, services and construction were spent locally by UCSD.  Secondary impacts of University spending generates another 92 cents for each dollar spent.

9.    Architecture Tour of SIO is scheduled for October 25th 10am-2pm at the San Diego Architectural Foundation.  See website http:www.sdarchitechture.org.

 

D.   POLICE UPDATE.  Alan Alvarez reported that he will be bringing stickers to the next meeting that address “no going through trash” as there have been reports of people going through trash and issues with increased identity theft have risen.

1.    Neighborhood watch program-Alan Alavarez reported in the current programs Pacific Beach and Mission Beach and the importance of neighborhoods communication with each other.   He described the overall neighborhood watch program.  Neighbors form a group; Alan will attend the first meeting, provide initial signs and describe the program.  He will visit residents and businesses in the group and help secure the premises better.  It is recommended that groups form with a 2-blcok radius per block captain.  Subscribing to “e-watch” and having quarterly neighborhood watch meetings is suggested.  Best time for Alan to participate in the initial meeting is Mon/Thurs evenings post 6PM.

 

E.    PROPOSITION D-Diane Faules presented the Proposition D and if you support the Ban of Alcohol on San Diego City Beaches then vote “Yes”.  Coakley/Nissan 6-0-2: Motion approved.  Motion that LJSA supports “yes” on Proposition D.

 

F.    PUBLIC COMMENT

 

A.   LJSA Elections have 8 seats open

B.   Fall Fest - Izzy Tihanyi announced the Micro Bid District’s first Fall Fest neighborhood open house on October 16th.  Jim Heaton reminded the group that flyers can not be posted on public property or  passed out in mail boxes…post in the stores.

C.   Alex Varon reported that the Hillel project will be going to the Planning Commission on 10/16.  He suggested LJSA Board members if available to please attend the meeting.  Traffic plan requires that the LJSA oversees compliance of the plans for Hillel.

D.   Alex Varon commented on the very loud generator noise at UCSD in the day and evening timeframe apparently due to the cogen expansion.  Milt Phegley commented that he would follow and email Jim  Heaton.

 

K.  COMMITTEES.

1.    LAND USE.  No update.  Sue Weissman not present.

2.    TRAFFIC/TRANSPORTATION-Jim Heaton reported that Chabad’s request was defeated due to traffic issues.  La Jolla Christmas parade is scheduled for 12/7.

3.    PARKS/BEACHES

a.     The Map project, Mary Coakley thanked the community and group for their efforts.

b.    Kayak RFP-Jim provided an update that the Kayak RFP was expected to be published.  Nissan/Coakley 6-0-0-2:  Motion Approved:  Motion to have LJSA write a letter to the City requesting that the City have a meeting with the newly formed La Jolla Shores Kayak Association and LJSA prior to making their final RFP issuance decision in order to come up with better solutions and a RFP that will better meet the needs of the community, kayak companies and all interested parties.
