LA JOLLA SHORES ASSOCIATION (LJSA) Meeting Minutes September 10, 2008

 

 

Next Meeting: Wednesday, October 8, 2008, 7 pm at Martin-Johnson House (Bldg T-29), Scripps Institution of Oceanography.  Present: Mary Coakley, Andrea Dahlberg, Joe Dicks, Ed Furtek, Jim Heaton, David Laney, Tim Lucas, Todd Lesser, John Metzger, Pat Nissan, Greg Salmon, Alex Varon, and Sue Weissman.  Absent: Sharon Luscomb and Izzy , Tihanyi.

 

A.  CHAIR Jim Heaton called the meeting to order at 7:01 pm; the July 11th minutes were approved with a correction noted to change “TRLA” to “TRLU”.

 

1.    A nominating committee of three people must be formed within the next two weeks for the October election of the LJSA Board of Directors.  Anyone interested to send an email to Jim.

2.    Proposition D will be on the November ballot.  If you support the ban on alcohol at San Diego beaches, vote in favor of Prop. D.

 

B.  TREASURY.  September 10 balance is $3646.99.

 

C.  UCSD UPDATE.  Milt Phegley stated that UCSD starts its fall quarter end of September with 28,500 total students, of which 4300 are freshman.  Living on-campus will be 11,000 students.  Several housing projects are currently under construction to accommodate more students in subsequent years.

The San Diego Consortium for Regenerative Medicine (SDCRM) Project Draft Environmental Impact Report (DEIR) will extend from August 25, 2008 through October 9, 2008. The DEIR and its technical appendices are available to view at www.commplan.ucsd.edu.  A presentation was made in regards to the new building complex for the Southwest Fisheries Science Center (located east of LJ Shores Dr.).  The environmental progress report will be available Oct 1, 2008, followed by public meetings with comment period through November 08.  Ground breaking is expected April 2010.  The new facility will not impact views and will include underground parking for 200 cars.

 

D.  POLICE UPDATE.  Alan Alvarez introduced Lt. Jim Philly, the new commander of the Northern Division.  Alvarez noted that vehicle burglaries are high.  The police are encouraging neighbors and to get involved and watch what is happening on their streets.  Jim Heaton will set up a “neighborhood watch” standing committee at the October LJSA meeting.

 

E.  CITY REPRESENTATIVE – Keely Sweeney, Council President Peters’ Office

1.    Working with appropriate city groups regarding Via Capri median to ensure that all environmental issues are addressed.

2.    Keely is continuing to move forward the acquisition of funds for the playground equipment at Kellogg Park.

3.    Oversized vehicle ordinance – a proposal to ban overnight parking of vans, campers and oversized vehicles - will come to City Council in next month and will probably be a city wide ordinance.

4.    Beach/Lagoon Clean-up is September 22.  Can sign up on-line at Council President Peters’ website.

5.    Waiting for kayak RFP deadline to be met (encouraged that it will be met in September).

 

F.  PUBLIC COMMENT.

1.    Cynthia Chasen – Seeking an endorsement from LJSA regarding its support of Prop. D.

2.    David Laney – Concerned about swimmer safety given the increasing numbers of kayakers.

3.    Alex Varon – The Site 653 MND came out and the review period has passed.  Site 653 was denied at the LJ CPA.  It goes to the planning commission in October.

4.    Betty Morrison – Would like more pedestrian crosswalks and lightening on Ave de la Playa.

G.  CHILDREN’S SCHOOL – Jim Kelly (Jim Heaton and Joe Dicks recuse themselves as Chair.  John Metzger serves as Chair)Proposed “Middle Years School” construction program presented.  Several buildings to be constructed on the northeast corner of the school (currently a dirt parking lot) to accommodate the school expansion of grades 7 and 8 (30 students per grade).  Total school enrollment to be capped at 262.  CS is seeking a Site Development and Coastal Development Permit.  Any conditions will be attached to the Site Development Permit.  Project is being expedited though City due to inclusion of “green” construction.  One neighbor felt that the CS was a good neighbor.  Concerns raised by the board and audience pertain to parking, permitting, upkeep and potential modifications to Calle Juela, and preschool.  MOTION Approved: (Lesser 6-0-5).  The non-profit Children’s School has attempted to be responsive to the wishes of their neighbors and the community at large and the LJSA supports their project.

 

H.  SEWER PUMP STATION 27 (Laureate Park) – Luis Schaar  The City will repair the pump station roof in Sept 2008 to prevent water from getting into the electrical panels, as well as dripping on the generator and pump motors.  Modifications will also be made to the wet-well.  In Sept 2009, the City will make additional modifications including pump modifications, flow meter modifications, and emergency storage tank modifications.  LJSA requested increased communication and periodic updates during construction.

 

I.  VIA CAPRI MAINTENANCE AGREEMENT – Joe Dicks 

MOTION Approved: (Coakley 11-1-0).  Approve to ratify and sign the Maintenance Agreement.

 

J.  VIA CAPRI & HIDDEN VALLEY – Jeff Gong  Concern about increased noise when cars make a right hand turn from Hidden Valley Road to Via Capri.  One suggestion to cut down on noise is to install a choker on the corner hereby forcing traffic to slow.  MOTION Approved: (Coakley 12-0-0).  The LJSA agrees to support the proposed recommendation by the residents of lower Via Capri and Hidden Valley Road to do whatever was deemed appropriate by the city to slow traffic and reduce noise at the corner of Via Capri and Hidden Valley.

 

K.  COMMITTEES.

1.    LAND USE.  (Sept 16) LJ Shores Advisory Board to hear Site 653 and Children’s School

2.    TRAFFIC/TRANSPORTATION.

3.    PARKS/BEACHES.  (A)  New plantings in Kellogg Park.  Map dedication on Friday, Sept 12.  Playground equipment still being negotiated.
