LA JOLLA SHORES ASSOCIATION (LJSA) Meeting Minutes July 11, 2007
Next Meeting: LJSA Meeting Wednesday, September 12, 2007 7 pm at Summer Auditorium at Scripps Institute of Oceanography. Present: Pat Nissan, Sherri Lightner, Andrea Dahlberg, Sharon Luscomb, Shirley Goddard, Mary Coakley, Sue Weissman, Jim Heaton, John Metzger, Carol DuPont, Isabelle Tihanyi. Absent: Greg Salmon, Ken King, Andy Coy, Joe Dicks and Todd Lesser. Audience: approx. 29+ attendees.
1. CHAIR Sherri Lightner called the meeting to order at 7:00 pm. Attendance was recorded. Minutes from June 13, 2007 were approved.
2. UCSD Representative: Sherri Lightner covered Milt Phegley’s update in his absence. No items to report.
3. Police Report: Alan Alvarez represented the San Diego Police Dept for Lt. Brian Ahern. He provided updates on La Jolla Shores area statistics. There were 2 reported parking problems, 7 misdemeanors and 1 property crime reported in June of 2007. The command center stationed in La Jolla Shores Kellogg Park over the July 2007 holiday weekend was reported to be a help and a success. There was a reduction in problems and crimes in the area with the support of this unit.
4. Treasurer’s Report- Beg. Balance of $5,000.93, additions of $1,620 and subtractions of ($200) for a net balance of $6,420.93 as of July 2007.
5. Site 653-continued to 8/3/07.
6. Neighborhood Code Compliance Issues-2168 Avenida de la Playa NCC issues have been resolved. Coffee cart is not permitted.
7. Children’s School-Andrea Dahlberg is heading up a small sub committee to try and resolve any issues.
8. Chabab Update- traffic study underway.
9. Advisory Board-Keely Sweeny needs another appointment name for this committee.
10. Ventor Institute-Grounds committee hearing in July 2007.
A. Permit Parking in Kellogg Parking Lot & Kayak Permits, etc. – John Hudkins presented an overview of Park & Recreation permit process and current issues pertaining to La Jolla Shores activities in Kellogg Park parking for surf camps and kayak permits status. Currently there are approximately 3 people in the San Diego Park & Recreation group handling permits in this area. The surf and kayak permits go through the San Diego City Lifeguards at La Jolla Shores. John Hudkins currently administers that process with the input of the lifeguard staff. There are currently no permits allowed for Kellogg Park and the San Diego Park & Recreation department turns these requests down often. The Kayak permits are 1-2 years behind the surf camp permitting process. In 2005, San Diego Park & Recreation took over the kayak permitting in partnership with the San Diego City Lifeguards. There are foot traffic, vehicle and congestion issues at the La Jolla Shores boat launch that are being worked on. Kayak vendors are working well with the City to help come up with potential solutions. It is estimated that in the fall of 2007, the City will issue a Request for Proposal to kayak vendors similar to the surf camp programs to enter into a lease agreement with the City to operate these businesses and reduce the amount of congestion and companies that utilize this public launch. Cargo containers for storage are not acceptable within the community. The surf camps have 2 dedicated seasonal spaces in Kellogg Park which were provided to them again in 2007. A few neighbors have raised issues related to this. If there are any issues related to Park & Recreation activities at La Jolla Shores, Mary Coakley is the contact on this committee.
B. SB 18 and the Spindrift Archaeology Site-Cathy Winterrwood provided an update on the issue of the archaeological site at Spindrift Street. Currently this site is south of Princess Street and north of the La Jolla Beach and Tennis Club under the ocean and in the east Torry Pines area. The site dates back 5,000 years and apparently contains burials. These burials are said to contain full skeletons. Residents are requesting permits in this developed area and the plan is to do more studies of these areas and find out more about the remains that are apparently being discovered. If the remains relate to Native Americans they would prefer these remains to remain intact or to be re-buried in another location however the goal is not to have to actually dig these up. There will be an update on this at an upcoming meeting in 2007.
C. Proposed Lights at Allen Field and 7 AM start time for Field Use-Eric Chapman presented a case for putting evening lights on Allen Field from Monday thru Thursday in November and December months only, on the North half of the field until 7pm only. He also presented the case to start the field opening time to 7AM during soccer season instead of 8AM. Games are currently scheduled at 8AM and the children in the leagues do not have ample time to stretch and warm up prior to games. This was not included in the latest lease that was negotiated for the field. The current La Jolla Youth Soccer League has 1,800 registered players and this would also include some of the competitive teams/leagues (e.g. nomads, etc,). Local neighbors expressed multiple concerns with the earlier start times due to the parking issues that currently exist and the loud noise reported of the parents and other observers of the games, etc. The fields are also apparently leased out to competitive tournaments from other areas that create noise and parking issues to the local residents. Motion: Approved (Heaton:-8-0-1) LJSA requested for Eric Chapman or representative from La Jolla Youth Soccer to meet with key stakeholders (neighbors impacted) and come back with a proposal by end of July for a Board Vote via email.
D. Map Donation Project-Mary Coakley-map donation project on schedule and update to be provided in September of 2007.
E. Next Meeting: Will be September 12, 2007-possible pot-luck was discussed for September and will be communicated by email.
